Most states leave the word encapsulation undefined. North Carolina writes closed crawl spaces into residential code at Section R409 — not the R408 used by the International Residential Code.
R409.2.1 sets a 6-mil minimum liner with 12-inch lapped joints, requires the floor graded to low spots with a drain to daylight or a sump at each, and requires crawl space drains kept separate from roof gutter and foundation perimeter drains. R409.2.2.1 fixes the 3-to-4-inch termite inspection gap. R409.5 requires a means of drying the sealed space.
That gives you something a quote can be measured against, which matters more in a market with several contractors describing different work with the same word.
Encapsulation, and when it earns its cost

It is the wrong first move on a space that takes standing water, and more than a genuinely dry space needs. Neither of those is a reason to skip it; both are reasons to sequence it properly.
